David Fosberg is an American who has come to Singapore to set up his career aspiration. That is to live and work in Asia for an extended period of time.
I stumbled upon his blog and found this photo in one of his old post (dated June 2004!).

Sometimes, signs are not prominently placed. So they tend to be ignored. Must put PA system that triggers by itself once rules are violated. Say things like, "Oih! Don't anyhow fly fly hor!"
I've seen similar signs in the US. Yet, some pple just ignored the warning and fly their kites....
