Hmm... Should in fact be rated M18 then...
you see how all the ministers are talking about creating a more open Singapore, but all the civil service institutions are lagging so far behind in implementing the policy. It just really riles me up how dumb the whole situation is.

lucky i am no longer a student. it's tough being in school nowadays. u got ecas, ccas, blah blah and then now blogging also they want to chup in....
