i used to have a male neighbour who keeps pouring and splashing water over everything outside his home...windows, plants, walls, railings...and even my family's slippers which were placed nearby....and he makes the floor wet every few hours...even the adjourning staircase...
i think he too free...looks like he's retired...whole day at home...playing with water...i wonder how high is his water bills. :P

If it is only dust from the floor, then it is OK with me, except if there is any litter in it.
