of militant escaped without trousers, remains in singapore

While Deputy Prime Minister and Home Affairs Minister, Wong Kan Seng, presents the findings of the Committee of Inquiry on Mas Selamat's escape from the Whitley Road Detention Centre on 27 February this year, Reuters reports Mas Selamat's escape with the following headlines "Militant escaped without trousers, remains in Singapore"
A suspected Islamic militant fled without his trousers from an unlocked toilet window at a Singapore detention centre, but is thought to be still in the city-state two months after his escape, the government said on Monday.

From the photo of the fencing shown (double fencing and yet MSK is able to get out), I guess there should be more gaps in the security at the WRDC that cannot be revealed.
